How are potential leaders spotted?

Leaders are required to SPOT other leaders. This involves the following steps: 1) See the potential among current disciples, 2) Pray for those who seem to have potential, 3) Observe their life, growth, relationships, and ministry, 4) Talk with them for the possibility of becoming leaders in RLCC.
